If that's true, is there any cheap compute provider leveraging the low cost and providing service to customers abroad?

If you can hack these data centers you can even get the compute for free. How good are these Chinese centers at cyber-security?

But they're not stupid. They have scientists, IT experts... And I'd think twice before going head-to-head with the Chinese authorities.

It's an investigative report that has investigative information. Believe it, or don't. Whatever.

I am more inclined to believe it because of the rabid tankie response declaring it propaganda. And cummon.. the standards for fact verification on ml are super low.
