This isn't entirely a novel idea. This has been an academic goal for computing for decades.

The term grid computing originated in the early 1990s as a metaphor for making computer power as easy to access as an electric power grid. The power grid metaphor for accessible computing quickly became canonical when Ian Foster and Carl Kesselman published their seminal work, "The Grid: Blueprint for a new computing infrastructure" (1999). This was preceded by decades by the metaphor of utility computing (1961): computing as a public utility, analogous to the phone system.

It sounds to me like he's just envisioning his product being a special case of that concept.

I think that goes without saying. People like Altman, Musk and all their modern silicone valley tech bro generation, combined, have never even shat out a unique looking turd. They are ironically the very anti-thesis of "intelligence" and "human.
