Sure, if you put explosives into it then throw it out the back of a plane or something.

You could probably do this with a microwave on a small scale without having to buy pricey long range weaponry
It would take a while... but honestly this sounds kind of like some of the weaponry being used on peaceful protestors.

Actually when doing war crimes you want to be indiscriminate... The less precise and accurate you are, the more destructive and terrible you're considered.
