Engine developer here, the hardest part of developing engines is the tooling. That's why Godot and Unity are where they're today.

Oh, no doubt about that. I tend to make 2D games as my art skills are beyond embarrassing anyway so 2D map/terrain makers are much easier, quicker, and more fun (to me) to create.
