Welcome to the 11 foot 8 bridge. Turns out the reason is a sewer pipe under the road, and a train bridge above.
That's... That's more clearance than a lot of bridges have. More than enough for basically any bus including many if not most double deckers or standard size freight.
What engineer would use 'ft's? *ducks*
