It is not that there is a general lack of sales in EV cars in Europe. It is more a lack of sales in Ford EV cars that is the problem.

Yes. There's definitely not a "lower than expected demand" for EVs, no matter what their expectation was. What there is is a lack of models for many uses.
In that particular case, the Ford EVs are simply way to expensive. That is their main problem. It is hard to sell a โฌ40k car in a โฌ25k car market.
โIn Europe, the demand for electric cars is significantly below industry forecasts,โ it said. The plant, which makes an electric version of the Explorer SUV, would move to one shift per day instead of two beginning in January, the company said in a statement.
Hopefully they'll consider making smaller and cheaper EVs, instead of the more expensive SUVs. Europe is not the USA.
