For that kind of money you could give away electric bicycles to everyone in the Toronto area who wants one for the next hundred years.
Or make the TTC free for 40-50 years. Or buy the 407 outright and make the TTC free for a decade or so.
Or fix healthcare...

I imagine that'd cover free public transit as well which would get more people off the roads
