In most cases, you are not legally required to pay for something you break in a store.
Stores have shrinkage insurance for accidental breakage.
With that said, a visitor coming into a store, "bumping" into that American bottle, and leaving, can be a very normal experience. A hundred people doing it every day for a week will suddenly make American liquor difficult/impossible to restock because of how accident-prone it is.
It's already paid for by the store, then they need to buy more to replace it. All this does is sell more Yank whiskey.
Will they?
Suddenly this line item doesn't create a profit.
