We do actually need a review of Navy shipbuilding, but obviously this is just to hurt the US. It's Congress and the Navy brass that needs a review and a kick in the pants. Same deal with the F-35 and Congress buying tanks the Army doesn't want or need.

Note that the Secretary of the Army is a civilian position. (The current secretary is Dan Driscoll, who is an Army veteran, though only as a 1LT from 2007-2011.)
