The US doesn't recognize the authority of the ICC. They also have a law on the books that says they will invade and free American citizens held by the ICC.
Though to be honest other countries are not better. He visited Hungary not long ago and they technically should follow the ICC warrant. They just decided to not to enforce it.
The ICC is kind of a toothless organization anyways since it depends on countries to enforce it's warrants and if a country refuses to they can't really do anything.
