I can imagine two reasons why he might have changed his mind beyond being a feeble old man:

1. The pressure of toying with World War III actually started to get to him during the Ukraine talks.
2. He finds the idea of his potential vassal states being nuclear-armed offensive. Guaranteed he will not get rid of a single American warhead, nor will he pressure his employer to get rid of his. Everyone else needs to "vouch for peace" and disarm.

I think you might be a bit confused with how federation works. Just because you made an account on Lemmy.ca doesn't mean everything you see is Canada-centric.

It is a perfectly adequate gun. I have no strong feelings for or against it. I admittedly haven't shot it in years, but I do remember mine shot several inches low. I also remember one or two malfunctions in the few hundred rounds I've had through it, but that was cheap range blasting ammo.

If you look at pictures of the old Beretta Nano and the APX Carry side by side, you can clearly tell that's its lineage, not the APX full size.

The magazine capacity is obsolescent in the now crowded market of "micro-9s" which hold a minimum of 10 flush, but you can still make it work. This is likely the main reason why they are being offloaded at a markdown.
