Is this in response to the US tariffs, or did someone finally read something they didn't like and think "hey, while we're at it..."

Basically the latter. Canada does tariff a lot of Chinese goods to promote NAFTA goods, especially in the automotive market. China's not dumb, so this is just striking while it will do the most damage to remind Canada that they could be completely independent from the US overnight if they life import bans and tariffs on Chinese goods; even just the ones that don't compete with Canadian goods.
