I'm surprised Namco didn't just call him Fuck Man from the beginning. It would be a typical Japanese thing to do.
If it was a Hideo Kojima game it would have been Fuck-hard Man
And they were right about the easy target of vandalism. I already thought thats what it said at first glance.
With a black sharpie you could make it "Fuck Man" and turn the nose into a dick and balls.
The artist knew what he was doing with that nose.

So I'm guessing the name stuck for the Japanese market.

The first character is pronounced "pa".
This isn't the case with Mega Man being Rockman or Astro Boy being the Mighty Atom.
The Japanese pronunciation is why they wanted to call him Puck-Man! It's apparently from a Japanese onomatopoeia for a mouth opening and closing, "Paku Paku"
