That's a list of deaths directly connected to police in the UK.

Aside from the shoot to kill policy after 9/11 which led to an innocent man being stalked by police then without warning held down and immediately shot seven times in the head.

You're right. Deaths under that policy would have been classed as a lawful killing, and I've noticed that I've changed the OPs question erroneously. Thank you.

There was no reason to go any faster. He wasn't an immediate danger and they were just following him until he could be safely stopped. No need to escalate anything.

I saw a lot of twelves there, which is 19kmh. While dodging trash bins and trying not to kill anyone, this is a reasonable speed. Not for a competitive cyclist of course.

I think the video was doctored to be even slower....
