At some point the federal government and California are going to need separate diplomats instead of politicians because half the country’s political fights now look like two governments openly challenging each other.
We (Californians) are voting on whether or not to seriously consider succeeding from the United States in 2028.

Well California should hold all federal taxes then. Including making employers deposit employee taxes into a local fund to be released after the federal government cooperates with funding what it's supposed to and arrests the entire administration.

Oz said that the administration needs California to clarify $630 million in billing, $500 million in home health services and $200 million in “questionable expenditures” linked to coverage for undocumented immigrants, he claimed. They are not eligible for Medicaid, however.
The move is similar to the one the administration took in February suspending Medicaid payments to Minnesota.

There’s an important difference between knowing something and being able to demonstrate it. It might seem obvious to us, but if we wanted to convince someone who doesn’t agree, we at least have something external to corroborate the claim.
The exercise also strengthens my own knowledge with details I didn’t have before. For example, I had a feeling that there were plenty of CA Republicans that like Medicaid, but now I know roughly how many and that in fact, they were polled specifically about their preference for the program.

I just don’t happen to agree with police officers harassment of car enthusiasts. But I mean enforcing emission laws that are disproportionally enforced is clearly more important than peoples rights getting abused for bullshit reasons by the government.

Burning fossil fuels kills more than 250,000 people a year in the US, the majority source being automobiles. Savings lives is a bullshit reason in your world I guess.
While I agree that a significant portion of emissions comes from individual car use, The greater majority of air pollution comes from industrial and business uses.
I think the implementation that California has towards oppressive air pollution and vehicle emission laws for citizens while letting corporations pollute as much as they want is the real problem.
I’m not saying that there should be no emission laws, I’m simply pointing out the California police officers have a reputation for targeting citizens as opposed to corporations.
If we’re going to look at total global emissions then something like 40% of carbon emissions come from the shipping industry. So the focus should be on Changing over shipping containers to electric as opposed to fuel oil. Tell me what are the admission standards for international shipping?

Oddly, not as obviously as you think. One cornerstone of how the government was set up was that the feds could exert pressure on the states via financial means.
So at least that part fits.
Now the question of can the president do this vs congress... well similar situation. Congress has the power of the purse, but the president has the freedom to do just about anything he wants with congress being able to impeach and remove him. Since congress hasn't done that, they basically have given indirect approval to the president to do this.
It's clearly a system that did not anticipate the kind of people who are now politicians. It needs to be replaced.
