From the NYT article, the driver - with only a probationary license - was released and allowed to go home that night. His father is apparently a police officer.
He then livestreamed, rambling about a hit and run in another town that left two girls dead, and that he wasn't authorized to talk about it.
Later, thanking the audience he's accumulated since he was twelve years old:

Yeah, but you know the cat's out of the bag now, and there's no turning back the clock when there's so much out there in the form of open source that it can never be gotten rid of or otherwise contained. Nothing we don't see with our own eyes will ever be trustworthy again, making "I reject your reality, and substitute my own" SOP for the vast majority of people - both those unhinged, and those not.
I can't stand all the hyper-religious "the end is nigh" types, but unfortunately I'm starting to think they're right - just not quite for the reasons they think.
