Cool. So like... Kidnapping? Are people doing something illegal that allows cops to harass them?
They're cops, you've put more thought into it than they did.
It's for driving while high. Which is illegal (duh)
If they're smoking weed in public, that would be illegal. Or maybe it's just a joke.
It's Sudbury (Ontario, Canada). The masks on the cops are a clue it's at least 2020.
So no, smoking weed in public would not be illegal at the time.
