Not arbitrary at all. Focused, targeted, lobbied and paid for by an industry that massively benefits from shaping the body of knowledge and discussion around the topic.
Arbitrary implies indifference or accidental; this is strategic, premeditated and predatory.

Yeah, the GOP has had this weird boner about weather data being "free" for decades, but we pay for that via NOAA because the military needs to know the weather. Now we will get no NOAA and a weather service that exists only for the military at 1000x cost, benefitting no purpose other than murdering foreigners.

If it was focused they'd leave the weather forecast alone and only targeted climate change. Instead they cut everything.
They have two things going on:
Yeah, I'm sure there's a privatisation play going on, but there's no way you can actually make money on providing weather forecasts if you're suddenly going to be needing to put weather stations everywhere. I guess they'll just force the government to keep paying for those and just do the forecasting based on the raw data.
The weather channel is actually to blame.
They want to privatize the weather.
