Probably not as high quality as MAC but decent and at a very good price point you have Catrice cosmetics and Essence. Don't sleep on Eastern European brands like Eveline, they have a nice range of skincare products.

Overall I'd avoid giving more money to the so called luxury brands like Chanel and co. But I'm sure there will be some good, albeit expensive French brands out there.

Have you heard about INGLOT cosmetics? Eveline is something I will look into.

Tbf I'm more of a nail polish and skincare person, I don't really like make up. However I've heard Inglot nail polishes were good quality.

On the subject of companies that do nail products and cosmetics, Butter London is also a good one.

Donโ€™t recommend nail polish to me. Iโ€™m telling my self that I donโ€™t need more and have all I need.

I didn't dare browsing, I just checked they did indeed do cosmetics and checked they were not US based. Be strong!
