We're up to 40 million now, right?

Yes but 15/30 is not far off from 15/40

15/30 = 50% 15/40 = 3/8 = 3*12.5% = 37.5%

(50-37.5)/37.5 = 33% (over estimate by a third).

It's easier to take 30 instead of 40. And not all 40 million are adults, so just adults is lower than 40.
