I see bot accounts from username cm0002 on many different instances. At least on the communities I see/moderate, the content is legit, so this is not a complaint, just curiosity.

It still qualifies as spam if the result of posting is to overwhelm and drown out authentic and organic behavior.

it’s not spam if the content is relevant to the community and if it’s posted at an acceptable rate.

Inauthentic and inorganic posts are always spam, the rate at which the spam is posted is not important.
