Why shouldn't it be?
Climate goals are something that the entire world has to work together on and most countries don't care. So if you choose to care then you're just setting yourself back.
Tragedy of the commons...
The irony is the countries least able to reduce emissions are usually the ones that suffer the most trying to catch up to more developed nations.
