You use this to combine several C-tier fish into one B-tier fish, or split a B-tier fish into multiple C-tier ones. Or same with other adjacent tiers, though there's some additional inefficiency penalties with higher tiers.

It's pretty useful for compact setups where you need a specific tier of fish, but it's much more efficient to collect all types fish and implement some filtering logic to route them by tier to where they're needed.
