It's more likely biased interpretations of his intentionally politically phrased language.

Pulling DND personnel out of the area speaks more about the truth of the matter.

And Carney's subsequent statements do clarify that Canada won't be joining the US and Israel in their offensive.

But that we might join the defence of an ally if they get attacked and if there is a NATO involvement in that defensive action.

Those positions are very much different that what some commentators are suggesting.

His clarifications help. His initial statement was ambiguous, particularly after his misstep regarding Iranian nuclear weapons. I understand the political impulse to keep your statements from writing checks you can't cash down the road, but he also has to be careful about the tone he sets or he risks coming off as having no conviction. Offering a vague statement while your attention is elsewhere is not the level of clarity the situation called for.
