The FCC governs all (non-government use) frequencies in the US - terrestrial and satellite.
However, the emergency waiver probably has more to do with the cell bands than satellite. Normally the cell frequencies are heavily regulated and planned to avoid interference between carrier towers. Having a satellite suddenly start broadcasting on the frequencies that your phone uses is going to confuse the neck out of the terrestrial network - unless that network happens to be washed away by a flood.

I have a theory that this is the next iteration of Internet. A private internet linked by vpn over the public Internet. Probably already exists in some form over Tor or in dusty Pirate communities. All we need is a no-commercial-entities clause and a Yahoo clone and we could rock like it's 1994!
Nothing more than a YouTube video on oiling. Probably the first one that popped up in the search. I bought a kit online that had the oil and a few oiling pins - cost 30 bucks or so. This clock would run, but just for a few minutes before stopping. So I'm hoping it just needs a little less friction in life.
