well, he is correct.
That is what among other things, ethics is supposed to do. hold back science from doing things that would be bad. you know?
Oh, i'm pretty sure she has already seen inhumane treatment like this, just not up close.
That happens when your country goes cray cray, suddenly you are not watching the news, but are in it.
(not to belittle her experience, no doubt it was terrible, but I DO take offence at the "never seen anything so inhumane" though.

he says things that are in his brain. period.
He is not joking, or scheming, or planing, or 5d-chessing.
he says something. people laugh or groan, thinking its a (bad) joke. It's not. it's in his brain, so he says it. If he remembers it later, he will do it or at least try.
Why be surprised?
