If you are familiar with the Paris Commune of 1871, you'd know what was meant by that term, according to Engels.

It is not a call to install 'a' dictator to usher in a new socialist world. It is the act of overthrowing the 'dictatorship of capital.' The character of the people should be radically democratic, and aim to put all social institutions in the collective hands of everyone who is affected by them. The only magic going on here is the mystification of what has been plainly laid out over the past two centuries, and attempted by numerous cultures across the globe, with varying degrees of success, in no small part due to people who knew what it means to take power away from self-interested tyrants.

Why don't you show me where anyone is claiming such a thing? You conflated practices of "shunning" with the customs of all "tribal people." There are variants of exile and rehabilitation that run through a spectrum of possible options to all people who are self governing. Who exactly are you arguing with?

This is a garbage liberal take. The Russian Revolution yielded tremendous victories for oppressed people in Russia. It is dishonest, ahistorical nonsense at best to omit the horror that was the Tsarist empire in contrast. That you can point out contradictions within that society in the 20th century explains nothing about what happened to it.

I guess people should just do nothing?

The headline uses the word "amid," which is not specifically causative. But announcements have already been made, and the governor has insisted on moving ahead to eliminate vaccination requirements. People don't need a hard line to follow through on their personal choices to endanger others. They have essentially been given the green light, and they can excuse it in the meantime with "religious beliefs."

What a clueless, cowardly statement. You choose to actively shit on the very people who stand for values of solidarity, equity, diversity, and self management. Because you've led yourself to believe that the loudmouthed assholes who are in a persistent fit of public rage (and want to kill people) are just as good as those who want peace.
