Seems like it more directly supports prioritizing those that play for a living and gets content creators priority to start the paying marketing arm.
It's definitely a bit dystopian to prioritize those that have the most time and money rather than just those that want to and have the means to purchase even if it's a reasonable way to handle a limited resource.
