Being a gang member is legal and freedom of association is, implicitly, part of our 1st Amendment rights.

Either they have an actual crime, evidence, and conviction or it's all legally irrelevant. I understand that it's politically relevant, I just want to underscore how little the law matters to these folks.

Not what I would do, but the safest way is to villify then execute small and unpopular minorities (in the minority/majority sense) and then cater to the monolithic block that emerges. Super evil but it works.
