When you buy a game on Steam, it'll show which operating systems are supported. You should be able to install and play it from any of the supported OSes (it's not locked to a particular version).

Yes, the games are tied to your steam account. You should be able to login to the steam account you purchased the games on, download, install and play those games on any devices that are supported. Some games are Windows-only, but with wine and whatnot, some of those games are playable on Linux. Some games have extra DRM which might prevent you from playing on unsupported (usually non-Windows) systems.

No, technically it's true. To play Windows Games through Steam on Linux you need to enable SteamPlay for most titles.
Afaik SteamPlay is enabled by default for certain games certified by Valve.
