As long as you purchase the game (or more specifically the license) from the same Steam account, it will be available regardless of the operating system.

Yes. You just won't be able to install Windows games, until you enable SteamPlay.
Why the double down vote in this comment? Is it wrong info?
No, technically it's true. To play Windows Games through Steam on Linux you need to enable SteamPlay for most titles.
Afaik SteamPlay is enabled by default for certain games certified by Valve.
