I'm against this, especially because of the old content that people might want to access

I don't think removing them is the right choice. I think perhaps if someone wants to take over the moderation then they should be added so the community can be revived.
More specifically, I mean communities of instances that no longer exist (like feddit.de). As far as I know, no one can really properly take over the moderation.
Is it possible to remove those from the fediverse? My old community still shows up in a search if I type !neofetch , but the instance is long dead. That problem will only get worse as more instances die off.
Crossposting it here because it also has happend to me that I inadvertently followed an old feddit.de community a couple of weeks ago.
There is of course also a downside because the old communities do have content one might want to access.
So I‘m not sure if it is a good idea but I would at least like to propose it here for discussion.
I'm ok with it. And to prove it, I just deleted my dead community. 😁
At the very least, you could start with communities that have 0 posts and 0 comments. If the mod doesn't care enough to post something, why would anybody else?
