Labor should divide the upper house into three loose working partner groups, assign three Labor MLCs as a Labor contact for each, and be in constant/ongoing communiaction with the groups through those Labor MLCs through the term.
This will give Labor three basic pathways to get policy through, the best of which they can select each time. I mean best for Labor, of course, not necessarily inline with best for the State.
