Even if this worked, this seems like over-engineering at it's finest. "Lets create a machine that takes power, maintenance, and proprietary catridges to replace a cheap rubber object people can use with their hands easily." Kind of reminds me of that "smart" juicer.

I can see some of the appeal. Getting the right size can make a world of difference in whether condoms make the experience bad or not; even just a little too loose or tight can detract from the sensation. What could be a better fit than something literally custom molded for you in that moment?

That said, there are a lot more options online to find something the right size than what you’ll find at a local pharmacy. If anyone’s in the US I can recommend Lucky Bloke and their sampler packs. Follow the instructions at that link (slightly NSFW) to figure out the general size you need, then order the corresponding sampler. There will still be some size and material variations in there to narrow down your best options.

Then you probably get problems with hygiene, as bacteria may grow after it has touched your skin. And it may become very dry, so for putting it back on you'd need to lube it first again. Which may be hard if it's rolled up or so. Maybe also not, these are just my thoughts.

Make one of those dildo models of your dong and then manufacture them on top of that. Although nowhere to really hygienically store them prolly and out of shape and all and

I wonder if there's a market for artisanal condoms like that, the pourover coffee of birth control.
