While they are idiots, this was about cruelty. They knew what they were doing.
We're talking about cops. They had no idea what that thing was when they unplugged it and threw it on the pile in their MRAP.

Just enough to convince the people that are convinced of his innocence that he's being wrongfully punished, those who don't bother looking into the punishment to say"yep he got punished", and it's not like they have anything to worry about from the rest of the population who will only be upset over a light slap on the wrist but not do anything about it.

Glad they're charging him with the felony. I really really hope he cuts a deal and incriminates the county council members that hired him to be their bulldog in the first place.
He did not go after that council member without their explicit instruction, I promise you.
