Not only fleets. They lost their army, rebuilt it, lost it again, rebuilt it again, then went and lost it again, and rebuilt it again. They never beat Hannibal while he was in Italy, so they decided to try out something else and invaded Carthage instead, where they finally managed to defeat Hannibal in the battle of Zama. The second punic war was wild.

Well, First Punic War is what was being referenced here, the Second Punic War the Romans mostly dominated the seas.

Explanation: The Roman Republic had not one, but MULTIPLE fleets completely destroyed during the First Punic War with Carthage. Not quitters, those Romans. Eventually they managed to win the war.
