Prob wouldn't put river shells in any gun you value or fire them with any hand you value, but I'm a "abundance of caution" kind of guy who likes having 10 fingers.
This isn't a finger removal kind of situation. If you tried it I predict you'll wind up with a lot of duds and a lot of failures to feed, and you'll get crud all over your gun. You may also wind up dealing with a bunch of split brass, and have difficulties ejecting the empties. The biggest danger is going to be hang fires, where the damp powder partially ignites and you're never quite sure if or when the rest of it is actually going to go off. Looking down the barrel to check it out like Elmer Fudd in that situation is not a wise proposition.
Getting wet and rusty is not going to magically make the cartridges any more powerful or go bang any better.
No, I'd rather knock the bullets out and melt down the lead to use for something else, and torch the powder a bit at a time in the fire pit.
Could just empty them all and keep the shot/slugs for reloading purposes.
A river gun might be the kind of dangerous you're thinking of, but not river ammo. Many may fail to fire, but that's about it.
Worst case here would be a squib load, where the primer ignites, but not all of the power burns, and the bullet doesn’t make it out of the barrel. This isnt dangerous in and of itself. But, if the shooter fails to notice and attempts to fire another round with the barrel still obstructed, then we're in "break the gun, hurt your fingers" territory.

How is ammunition attracted to a magnet if it's anything other than a shotgun shell loaded with steel pellets? Or maybe old Soviet ammo from the 70s with steel casing.
The base is magnetic. 45 Colts are steal cases. Not brass.
Edit: Looking at them again.. the shotgun shells have steal shot in them. I think the bases are brass. The 45's are steal cased.

Steel ammo cases are still produced & used today, though mostly for bulk practice ammo
I wasn't aware. I left gunsmithing in 2007 when I lived in Belgium, and back then. the only steel cased ammo you could find was cheap-ass Soviet stuff from way back when. Nobody in their right mind would buy that stuff even if it had been available new: it's really rough on the chambers and it doesn't seal properly.
The cheap Russian stuff was and still is lacquered steel cases. They had to do that to prevent rust. And it will coat a gun's chamber when the barrel heats up after a few shots. Most shooters don't clean their guns immediately to remove the lacquer buildup after shooting stops. So the lacquer hardens and becomes almost impossible to remove without a jackhammer. It can be a beeotch to remove after it hardens. In the west we don't use lacquer, we plate the cases with a thin coat of brass or sometimes nickel.
Almost all shot shells are now steel rimmed bases with a coating of brass.
For autoloaders, sure. But most .45 colt firearms are going to be revolvers where it isn't an issue.
Also, even when it comes to autoloaders, "steel" is an umbrella term that encompasses a huge variety of materials. Not all steel is hard enough to damage all firearms.
I don't buy it all the time. But sometimes I do because I just want to feed a cheap gun some cheap ammo.

Weird. I thought maybe the primers had steel in them, though after checking them it makes sense that they do not.
I found some RP (Remington Peters headstamp) brass and mine is not magnetic whatsoever and I didn't think Remington made any steel case ammo. Not doubting you or anything, I'm sure they made and discontinued many lines of ammo since the RP stamp started being used in 1960.
I checked shotgun shells I had on hand and all were magnetic, even the ones with brass outsides so I guess they are coated with brass?
Not sure if any of this info was useful, but I had assumed at least the silver colored primers had steel cups and that brass shotgun shells were not magnetic, but now I learned I was wrong about both those things.
Is discarding ammo shady? In the movies theres only one reason to throw a gun in a river.
Maybe someone actually had a boat accident and lost their guns and ammo. It would be tough to be that person because no one would believe you.
Shouldn't you report this to the police? Throwing away ammunition sounds shady to me as someone not living in a freedom™ country.

Last time I asked about bullets, they said spent rounds were what they were interested in. But I agree, the amount, I should probably say something. I've already called them a bunch of times for bicycles.
