Yeah I don't think he thought that through too good: Billions of desperate poors are going to be a massive problem no matter how much money you have.
The break comes when those who get paid to protect the rich abandon their obligation.

There are multiple reasons that the super rich are building bunkers.
Legislation. Regulation. Proper fines. Make all energy production into socialist mechanisms. Goods and services necessary for survival should be run as socialist non profit entities. Life should not be subject to the whims of dragons.
Because the heatwaves are only gradually getting worse, and they can spin that as "1 in 100 year events are now 1 in 50/40/30/25 year events" and weasel away a few more years of raking in the cash, and then they can disappear to a fortified acreage in New Zealand somewhere to live a quiet life while the world burns.
You writing this while what's going on in France is kind of a miss.
Many people in power are stupid. They are large children.
