Depends on how you look at it. Every airplane can be a submarine with a bit of effort.
They don't make for good submarines.

That's because submarines have tiny lil wings, they better step it up if they don't want to be beaten
A submarine in the sky would be called an abovemarine.
Or it would be a submarine in an extraterrestrial ocean. The craziest part is if you rephrase it to "there are more airplanes in the seas of earth than submarines in the universe" it seems likely that at least one interpretation of this statement is probably fully wrong.
I'd bet on more submarines in the universe. Trillions upon trillions of galaxies in the universe, each having billions of stars. At least a few are going to have submarines to add to the count

We do need to take a moment of silence for the airplanes that are in the ocean. Because that is actually quite tragic & sad.
