Even as a teacher you don't visibly punish a child in class; you talk to them during recess in a calm sat down one to one moment. For police to turn up, that's next level savage that will remain in that child's memory for the rest of their life.

Edit: I am a teacher and punishment or admonishment right in the heat of the moment destroys every bit of confidence the child has in you. Let them sleep on it and then address it reflectively with the teacher and principal with discretion.
