South Korea recently had political turmoil that resulted in a pro-west president being replaced by one more favorable to China.
Their presidential run has been a shitshow lately. One was essentially controlled by a fortune teller, and another tried to turn into a dictator overnight. What the hell is going on over there?
Also their birth rate is the lowest in the world, but like much of Asia, they're fairly xenophobic, so without immigration or kids, they're likely to stop having a working population while the government continues paying out a pension fund, resulting in a permanent recession and/or total collapse starting within the next 10 years. It's WILD that South Korea, for all its successes, is going to collapse BEFORE North Korea, because of xenophobia and sexism.

I feel like if an artillery shell is in such bad condition it needs refurbishment, it would be easier to just make a new shell instead.
An artillery shell is literally just explosives and an outer shell. The primer is added later. Are they sanding off the rust and refilling it with explosives?
I feel like that would be the case too, but maybe it becomes worth it if you're starved for some or all of the materials included.

I mean "logistics" maybe fits better than artillery but the most scalable way to leverage and focus a logistics advantage is artillery.
