Maybe, but keep in mind the USS Cole bombing happened right before the election. The stories from the transition were that the Clinton people tried to stress that Al Qaeda was a high priority, but the incoming Bush people ignored them because they cared more about finding an excuse to invade Iraq.

Seriously. It was a failure of Intel sharing that would have always happened. Plus, the first WTC attack took place in 1993 while Clinton was in office. Gore just being there wouldn't have stopped that.

If anything, Gore winning would have 100% prevented any chance of a President Obama happening. I know which one I would have rather had.

President Obama not happening means him not roasting Trump at the 2011 correspondents dinner and Trump not deciding to run for president out of sheer humiliation, narcissism, spite, and stupidity, though.

Without that he'd been happy staying with his bankrupt casinos and TV gigs.

Between that and Gore actually doing something against climate change it'd probably have been a net positive.

Saw a fair argument that 911 might not have happened if Florida has been settled sooner, even if it were still a bush victory.

Evidently party of the dysfunction and delay with intelligence agencies was due to a somewhat botched transition due to the uncertainty. Maybe they still would have missed it, but there's at least a reasonable chance it would have been caught.
