Check auf the New Cargo Short by Reell
Reell is a German/Dutch Company, their Cargo Pants as well as their shorts hold for many years. Price is more than justified for the mileage you get from them. Length of the short should be right where you want it, as I prefer them the same way.

If you're in Austria or Germany, Engelbert Strauss might be worth looking into. I have quite a few of their pants, long and short, and they're all pretty great https://www.strauss.com/
If you want them from an EU company but don't care where they are manufactured, there's Carrera, an Italian company, I've got a bunch of their stuff and it's decent quality, although the looks of their stuff changes quite a bit with each collection, so I don't always like what they're offering at a specific point in time.
