Why would a Chinese citizen want Russian citizenship? That seems like, at best, a lateral transfer?

It's a definite upgrade if you're one of the population groups the Chinese government is actively genociding.

I mean, that's a low bar, but I'd take my odds in Russia over my odds in an internment camp. These two definitely did alright.
