No. It's using the below comic as a base, of course, but it's done in that painfully generic AI comic style that's become so common.
Zoom in on the first picture, then on the second picture.
If you want to hate on Gen image AI, at least learn to spot artifacts - every method of creating images has artifacts.
The first one has a faint halo around the letters but has regular edges - so perfect it seems like a vector image, with the possible exception of the letters
Now zoom in on what you posted... The colors of the edges are weirdly colorful and dreamy, the background is irregular in comparison
All methods of image generation (including photography) has artifacts, zoom in and look at the edges. Learn the artifacts.
I don't know what point you're trying to make. The original post is clearly an AI image created using the general look and layout of that Tintin comic as a base. The quality of the picture I posted is irrelevant. The meme is itself a modification of the original.
I'm telling you, it doesn't have the artifacts of an AI image. Maybe I'm wrong, but I haven't been wrong yet.
I know Photoshop and so I can spot shops, I know AI so I can spot how it generates images. I tried to give you a quick run down of how I examine it

Where is the centurion's right hand? Why is Tintin's hand sort of hanging down onto the flat surface of the table? Why do the circles on the centurion's chest armor have that weird AI look? The characters are in different positions, the centurion's face in particular looks completely different from the original...if this was an edit, the artist did a piss-poor job.
If that's AI it's pretty blatantly stolen 😅
I'd guess the creator (if not OP) just fed this as the source image and asked it to change the characters to romans.
