Return to CW runs on a potato and it's lots of fun. I know there are lots others, but just throwing that out there. I think it would be challenging to find a modern PC that couldn't run it.

Latest do not. Hilter is new colossus.
You can still absolutely shoot him in the head, although it basically means mission fail.
Fail.. not sure, I did it a lot of times. Didn't feel like failure.
Well it doesn't actually fail the mission, but everyone in the room immediately starts blasting with their big automatic weapons and all you have is a pistol with literally no cover to hide behind.
I do love that the game just lets you go for it though.
I'll take that challenge.
