I think i know the part of the zoo it was in. Its a heat light room with only glass fences, maybe abdomen height, the turtles are near the entrance. I remember thinking its actually quite easy to get to the animals in there, although theres always a zoo keeper or two in there.

Its sad, because in that area you could feel really quite close to the animals. I expect they'll have to change things a bit now.
