You still have delivery guys and kids zooming on full assist bikes and scooters going +40kmh on sidewalks. I'm not sure how many of them are legal.

Most of them are not. But the police are not very active in that regard, at least here i Denmark. We have the 25km/h and 250w max pedal assist which I think is a good limit to distinguished them from mopeds and motorcycles.

It is trivial to hack the speed limiters. On some models, just a button long press.
