Because there is no oversight or compliance and enforcement.
If they cut the tree, they potentially make tens of thousands of dollars if they don't get caught. If they do get caught, they get a slap on the wrist and a small fine because if the province punishes them too hard people might lose jobs and the economy can't have that now can we?
