That's clearly not intentional, but it is funny.
The question I'm constantly asking myself, is this incompetence or Russian influence?
The answer I usually come up with is "probably both".
I see the design choice since the background is blue. But the answer is you change the background or separate the flag colors from it. You don't go transparent because the background is the color you want. It's a separate thing and it's always red-white-blue. This is like wearing a green tie if you're a weather person, except they're usually competent and do it on purpose.
I'd throw the "porque no los dos" meme up here, but it was deported last week.
To me this looks as much as a gaff as Elon Musk his Nazi salutes. This "gaff" is yet another obvious dog whistle by USA republicans.

If it wasn't deniable by pundits like you, then it wouldn't be a dog whistle.
You are the one literally dog whistling.
A dog whistle in this context is saying or implying something that could be easily denied, but was intended for a certain specific audience to understand, like how a dog hears the whistle but the owner can't.
So I could say "at around 14:00 I helped an 88 year old man at the protests, we should all start doing the same"
That alone is just a statement about an old man at the protests, the dog whistle is "I was counter protesting with my Nazi friends and we need more of us involved". Since 14 and 88 are Nazi codes, they're put in as unnecessary details that wouldn't normally stand out or really be mentioned in a normal conversation.

A dog whistle is something most people won't hear/see, but those in the know will. Like an actual dog whistle; a whistle that's higher pitch than humans can hear but dogs can.
Or a designer who's not exactly happy.
Even so, it is still pretty funny

Unless the military has been controlled by the Russians for well over a hundred years, this is a standard military badge.
There is no gaff here, just a bunch of people who dont know what symbols the military uses.

It's incredibly uncommon, but yes it has been done before. I think it's unlikely they were referencing these incredibly uncommon medals.
This represents any other country with a similar color scheme. Like france, iceland, chile, costa rica, north korea and others. This is honesty a bunch of nothingness, but the left likes to rage over clickbait just as bad as everyone else.
